Have you looked into daycare through the university your wife is attending? University daycares are usually subsidized for those affiliated with them, and they tend to be very high quality.
I echo the above that it will be tough to find a full-time nanny for that rate unless it's 1) under the table and 2) your nanny doesn't have employment authorization (so is willing to take a pay cut to work for you).
We paid $2500 for 3 days of a nanny in San Francisco. We now pay $1700 for 5 days of daycare.

I'm going to guess nowhere. As a data point, I'm paying ~$3000/mo in Chicago before taxes. Nanny takes home about $2300/mo. And this is 3 days/week, not 5. But it amounts to about 33 hrs/week.

Au Pair is your answer. ~$8k up front, then ~$200/week. No more than 9 hours/day or 50 hours per week
D2 - and a room and food and comfort with a teenager living in your house.
We used au pairs when my kids where small. About $20k/yr. Interview them well, we had great experiences with all but one... and that one we requested a change two weeks in, so no issue. It was a great experience for us (like a big sister) but I wouldn't do it for babies... also, pay up for whatever the agencies "au pair plus" option is.

Yup, not a chance. An au pair would be closer to that range though so perhaps something worth exploring.
I'm in Boston area. Our nanny is $25/hour and that seems to be the average rate. She goes to another family on Fridays and they pay her $30... Seems people up the rate for reduced hours. But anyway a legit nanny won't be less than $20 and that's paying cash.
FWIW - we like daycare way better. Better socialization, more economical, don’t have to deal with HR issues or play tax games

In my neighborhood folks will pay Indian nannies 9-12/hr under the table. I think it’s pretty terrible but to each their own
