Agree with D1, whatever the bill was subtract the the tenants previous month bill amount and pay the rest. The broken valve seems like it was a result of regular ware and tare, so that should be paid the owner. Additionally the excess water usage was a direct result of the valve breaking so again falls on the owner. Unless you can prove the tenants broke the valve, it’s going to be extremely difficult to have the tenant pay for that.
Going forward, all you can really do is ask the tenants to report these things as soon as they appear to prevent any excess costs.

The leak itself isn’t the fault of the tenant but should they assume some responsibility for not letting us know immediately that the local water utility company told them there was abnormally high usage for 2 months?
