No, having dogs around food like that is just wrong. It shouldn't be allowed. The stores should crack down on that if people are going to be that rude. I happen to like dogs, but I wouldn't bring my dog into situations like that. People need to get it together.
Outdoor seating at restaurants only. Otherwise, no pets. I shouldn’t have to fight dog hair while grabbing some grapes.

I see a lot of irresponsible dog ownership in Austin in general… off leash in a target, not picking up after them on busy sidewalks, dogs in loud bars, even had to call the number on a collar because their dog got away from them at Zilker two separate times
No. Dog culture is out of control. I regularly see dogs in grocery stores, and I saw several when I was at Nordstroms a couple of weeks ago.
I understand many people treat their dogs like children, but human children don't walk around barefoot 24/7, lick all sorts of unsavory things, eat their own vomit, and sniff at the poop and pee of other animals. I don't want them wandering around the places where I buy my groceries, and I especially don't want them sitting in a shopping cart.
As a major dog lover I have to say… no, dogs don’t belong in grocery stores, restaurants, or other food establishments. True service dogs are the exception last to this of course but far too many people are trying to exploit the service dog loop hole so that makes things more difficult for everyone.
So long as the dog ain’t causing a scene or shitting inside I don’t mind people bringing their dogs everywhere. Just let me pet them damnit.
