What encourages your decision to leave a company versus wait for another open position in a different department?

Hi all,
Please help me understand if I should accept this position or not?
I was working as a regular staff therapist for 2 years at an assisted living when just 2 weeks back the HR approached me with an offer to work at a newly opened senior living, so basically I will helping them set up that location from scratch, open it and get it running. For doing all this they have not even clearly offered me a promotion, raise or a change in position. What should I do?

Working in disputes and valuation role but want to go into management consulting next year (post MBA role). I have a new employee that started last Monday, unfortunately it’s not going to work out. Long story, but we’re fairly certain the individual is using Meth and appears to have started/restarted fairly recently. I work with physicians, so it’s a consensus. We have to terminate employment, but what ethical obligation do we have? Two young children at home and no spouse. This is weighing heavily on us.
