What has held me back when trying to negotiate salary was just the desire not to come off as unserious. I remember hearing about someone who had an offer rescinded because he negotiated too much. The people he was dealing with just became convinced he wasn't being a serious person and they cut him loose. I always remembered that, it's a mistake I never wanted to make.
Desperation. I was unemployed the last two times I received job offers, which made the negotiating process feel very high stakes. If I had had something to fall back on, I would've pushed harder, but it's hard to do when you really can't risk having an offer rescinded. I ended up accepting a modest amount over what they offered each time.

Fear of rejection
Fear of they couldn’t pay me
I think it boils down to fear of rejection. Companies know what their upper limit is as far as compensation……but you don’t. Recruiters help with this tremendously!!
