What is the expectation these days for an internship to provide summer housing? Is it a must, a perk or not the employers responsibility?

Most that I am aware of have moved from providing summer housing to providing a stipend to assist with or cover housing. Personally think that if you're saying to a student in Texas that they need to go to Boston for an internship, the company should cover or heavily contribute to that housing. If not, specific the locations and post only at nearby schools or nationwide but indicate that the intern is financially responsible for housing.
