IME, you don't ask until you get the offer. At that point, they want you and are willing to give on a few points to make it happen.
Most recruiters will give you any in-office requirements up front during the screener. If it's a large company, I would not expect them to have any flexibility.

The RTO policy is going to be company wide, don’t expect Legal to be exempt. But…. If team members are commuting from a distance and/or have younger children I wouldn’t be shocked if there’s an unspoken agreement permitting fewer days in office and/or late arrival early departure
Agree with most of the above. You can ask the screener about it, they should be able to tell you if hybrid is 2,3 or 4 days. And even then, a lot will depend on your manager and team and the office culture. My current job is 3 days but no one cares about the actual hours so people come and go at all times and it’s not a big deal to work from home sometimes or cut out early for “appointments.”
