Depends on state, but it is a good idea to do so.
Whether it is required or not is a different answer than whether you should or shouldn’t.
If I were the nonbirthing parent I would go through every step to make sure no one could question whether I legally had any rights to my child.
In Texas it is required even if legally married, but with the current administration I’d recommend doing it just to be safe even if not a formal requirement in your state.
Agreed depends on the state and if you are formally married.
