Nothing guaranteed. Recruiter stretched the truth
"guaranteed" basically means it's pretty likely. For example, I had an offer at a pharma company with a 15% bonus target that was pitched as basically guaranteed. But if the company misses its revenue targets for the year, that amount gets reduced.
What’s in writing that you sign is what counts. That’s the contract.

Bonus culture varies by firm. I've worked for companies where you never how much bonus you'll get and the process is very opaque. I've worked at other companies where you get x% every year barring extreme circumstances (like the company might go out of business soon). Pros and cons to each. Usually those that are more variable have a higher ceiling than those that are "all but guaranteed"
This. My current firm will massage numbers and count non billable hours towards your billable if you are under to help you reach your target. It’s more or less “guaranteed” +- 2%. I’ve worked elsewhere where they massaged numbers to screw you over and make bonus payout as little as possible, even had one company “oh we made an accounting mistake but it’s too late to correct, no bonus this year” 🙄
