Fundamentally, the interview bar is the same everywhere. The only difference is that some offices have a resume review bar that is higher than others.
Any smaller offices are more likely to review your resume and consider it, but they’re also going to be more skeptical if you’re joining that office or if you’re trying to move right after moving.

It’s funny to me that Houston is a small, regional office given the size of the city.

If you are asking internationally then yes of course there is a difference. London and NYC would be more competitive than say Jakarta or Cape Town.
