Why is it that higher ups in companies submit the worst referrals? I've been dealing with this a lot and I don't get it. They pass a resume along of someone who is grossly unqualified, then people feel pressured to hire them because of who it came from.

I know this may be controversial but I'm honestly not a huge fan of many referrals because the expectation is that recruiting isn't allowed to say no. Is there a nice way to say "hey your person has no transferrable skills"?
