What are your strengths? What would be the best compliment to the challenges you face. Are you a great recruiter? Hire a policy and on boarding person. Do you need a benefits person? Are you a true hr generalist? Hire a recruiter. Hire skills that compliment the areas you struggle with and can support your weaker areas.

HR Generalist. Everyone’s going to need to be a generalist at some point in a small company.
Recruiter personally
My first hire in a small start up was an admin / finance coordinator. Someone to run payroll and keep track of open items like scheduling and communication with new hires and vendors. She also supported financial projects for the CFO.
