The Midwest is a very large area and it covers both rural and urban areas. I think the discrepancies make perfect sense. An attorney in Chicago is going to have a much higher cost of living than someone in a tiny township with a population of 200.
That varies by practice area, years of experience, whether or not you're bring your own book of business, etc.

The rates are lower. The math just doesn’t support higher salaries.

Totally. I used to work for a midsize firm based in the Midwest, but I was in the small DC office. The comp difference between MN and DC associates of the same class year was around $20k. I bought a house the same year my colleague who was the same class year as me did. She paid $350k for a cute, renovated house that was 15 min from the office. I paid double that for a house that’s 45/50 min away from the office and needed work. The fact that our salaries were only $20k apart drove me nuts.
