It’s likely more of a screening interview. They’re narrowing down the candidates.
I’d be prepared for all of the same questions a CD would ask. The resource manager was probably given a list of things to cover. It might be a bit less focused on discussing your actual work, but be prepared to talk about your experience, working method, ambitions, etc.
It’s possible the resource manager might put you forward to the CD more readily if you seem like you’ll make their job easier. As in, handle a high volume of projects reliably.
But this is all just a guess.

Yeah that’s what happened with us - vibe check, double checking experiences and skills, what areas we are stronger/weaker in, what kind of work we are really excited by and answering more logistical/structure questions. Then we spoke with ECD/CCO to talk creative and went back to resource to negotiate salary + benefits.
