Everyone says not to sign it right away, but unless she's planning to sue or negotiate severance she should. And I was told I couldn't negotiate severance. Make sure she keeps a copy for her records though, she also may need to share it if she applies for unemployment.

If she has a case against them for wrongful termination don't sign because she'll waive her rights to sue

OP, I'm sorry for her. Let her know, people are right. DO NOT sign it right away. You probably can't negotiate the length of the severance, but she should still try. Make sure it covers all vacation in addition. You can also get them to kick in for some of the costs of COBRA if that's needed.
If there was nothing sketchy and she’s in an “at will" state, might as well sign. If she has legit grounds where she could potentially sue them for whatever reason (and they know it too) then she’s got some leverage to negotiate.
Don't sign it right away. If she is of a certain age, or let's just say, the only woman laid off, she may be able to negotiate. Also if they threw in an employment resource/consultant or some bullshit like that, ask for the cash instead. If you have a lawyer family/friend have them review.
