Do they reschedule or not ? If so what's the cooling period to attend again

I interviewed with PwC for sf dev two weeks back. Last week I called up the HR who got me interviewed for an update on it but she just said that give us some more time we will get back to you. Is it pretty usual in PwC to take this much time?

How do you get experience when no one will hire you? I wouldn’t mind hanging a shingle but I feel it’d be irresponsible to do so with no experience. Few days before of my joining date, i came to know that the technology stack from customer got changed and customer had no requirement for which i was hired.
