I am prepping for my interview specifically GCA and open ended questions. I struggle to tell if the outcome should be talking through your process/steps (maybe for a question like - how would you go about determining program complexity) vs a specific solution such as create x new product, for x market by x date based on my assumptions. Is the desired outcome something I can clarify with the interviewer?

Certificates are NOT as good as degrees. But they're a nice complement.
Relevant experience is, imo, more important than education. But how would one gain relevant experience without at least some education?
Someone with a Bachelor degree and 7+ years of experience would probably be a better fit for my team than someone with their Master's and no experience. But I don't know many people with senior positions with no degree at all.

No, not in my experience. I have seen people with 10+ years experience not get interviewed due to lack of degree. I have also seen that for people without degrees, it takes them several years to come close to $100k salary, while people with degrees achieve that and much more in 2-3 years, sometimes less.
I personally have an Associates. I have worked exceptionally hard and my experience definitely outshines my degree.
A degree does not define a persons intellect, loyalty, ethical standards or how hard they work.
There are absolutely some roles that need to have a degree, however not all. Having an open mind and looking at things singularly will only limit options and ability to find the perfect fit for a role.
