Agreed. Seems like a bait & switch to hire someone in at project manager comp then immediately switch them to program manager responsibilities
You should probably ask the range for the new role to gauge what they pay. If you know then shoot for middle of the pack so you have room for base increases.
What will likely happen is they slot you at the beginning of the range or they give you a moderate base increase now then again after formal performance reviews.
If it is a promotion take it. It will set you up for an even better role in the future.

Vice President - I did ask how would my responsibilities change, so I would be involved in other businesses as well from what I'm doing now. And I'm not sure if this is a promotion.
