Why would that force you to get health insurance? No one’s required to have health insurance.
I searched and searched.. I wasn’t able to verify your last comment. DC, Massachusetts, New Jersey, California, and Rhode Island have penalties for being uninsured.. but New York does NOT have a penalty (state mandate).
An LLC is worth it, if you want to be treated like a business
I’m going to get LLC. It offers some protection (a client/agency going after personal assets like your home), and there is so more you can deduct as a business. Talk to your accountant, having LLC will affect taxes. Think it’ll be worth it, doesn’t cost much to get that (varies by state maybe).
LLC vs Scorp = no differences except in how you pay yourself. Scorp required a reasonable salary and it’s better to do it with autopay through a company that calculated and takes out the taxes for you. LLC, you simply write yourself a check and deposit in your personal bank account. That’s the only big difference. There’s a tax benefit with Scorp at a certain level.
It cost $0 to turn an LLC into an Scorp (you mail a piece of paper to the IRS).

It’s a law from 5-10 years ago that may people haven’t noticed is no longer applicable. You used to pay a fee for not having health insurance when you filed your taxes. That requirement of “having health insurance” has been eliminated

I would ask what are the terms for the client that’s hiring you. I do hear. Some are told to have workman’s comp insurance. As independent contractors.
