Fed work isn’t the same anymore, morale down, no work/balance, and top leaders are puppets to a broken mission. If you applied for the Penn Commonwealth, is already telling me you want out. Not many get an offer like yours. If the job will give you more positive than negatives, take it. It seems so. Don’t overthink it.
Don't overthink it most of the times the the city and county governments are better than the state and federal ones if they offered go for it

Good luck if you decide to accept the new role, the job market is so interesting today, to hear people receiving offers is a breath of fresh air. If the benefits and pay are similar, consider work/life balance, office morale, job responsibilities, working for city, state, federal can feel like checking boxes.
It seems to be a bit easier for people that are already working to obtain employment somewhere else. Based on the postings I read here.
Think retirement. 17 years is a lot of years to lose. You’ll regret it when you’ll hit federal retirement age but you won’t be able to retire because you lost 17 years. Finish required years to retire for the Federal government and then get a job with the city.
I work mainly for federal agencies, and I don’t blame you for getting out! So many good people have gone, and I want to say we still need good people workinh for what’s right and to be there when (or if) things chamge course, but you have to do what’s righy for you and your happiness and sanity. I’m desperately trying to get in with the VA or SSA. I work with. Vendor helping veterans with c&p clumps and I’d love to level up there. I’ve been trying for almost a year.

I had 34 years of service with the DOD as an instructor. While giving training to our volunteers, we talked about challenges at work. One mentioned that he was a director of an agency that hired 30,000 employees per year.
He described that to get efficiency from the workforce that he needed to hire 30,000 to get 3,000 valuable employees. That 10% did 90% of the work, and the rest did rudimentary tasks, and many were woefully underperforming in their minor roles.
So if you have been retained, you probably are considered a high performer, which probably makes you look attractive to the PA agency offer.
You're in a good spot, but check with HR about your pension anuity.
Ask if they will transfer your years of service. I know that some cities around me will give you a half credit. I also have 17 years and some cities are giving me 8 1/2 years seniority.
There is a saying, "It is easier to find job, when one already has a job." I took DRP 2.0 and after 3.5 months and 100 og applications, several interviews, found a job outside of government. I took a significant cut in salary, but my mental health, and not forced to work for so-called leadership I find lacking in morality, ethics and honesty has compensated for lower salary.
I did 23 years of service for the state of Arizona and was recently laid off due to budget reduction . And looking back at all of my years with the state of arizona, I realize it was nothing but a toxic environment. The higher-ups were mean controlling and if they did not like you they would write you up for no reason . I recommend to get away from any state or federal jobs and go into the private sector or nonprofit . The toxicity at a state or federal level will ruin you mentally and you will never get ahead financially.
