If you are a contractor NEVER discuss your pay with the client/government customer. The rate the government sees is MUCH different than your pay. You can discuss that you'd like to be recognized, acknowledged for work done well; as they can share that with your management, but you work for that company not NASA. I would talk to your management and then your HR.
I would lose my mind if one of my folks talked to the government about their pay. Talk to your PM. There are a couple of things going on here:
- they may have left your title the same because it’s not on the contract, they may not have bid that labor category and they need to do a mod. But they needed the work done so they made it work.
-depends on your contract vehicle. Firm fixed price and time and materials are TIGHT budgets. But NASA does use a lot of cost plus contracts so that would be the best scenario.
- find out what year your contact is on. if your contract is more than 2-3 years into it, it was bid in a VERY different market. They may literally not have the budget to make an increase work. Your coworker who is making more is probably on a new contract that was bid to reflect the change.
-unfortunately your best leverage is another offer. That’s my opinion anyway.
Yes, always start with your PM; if that doesn't get you anywhere then talk to the prime PM if you have a relationship with them.
Do you have a good relationship with your NASA customer? It all will depend on the specifics of the contract, but if the customer says something to your management that can go far. If you have a good relationship with your management it may make the most sense to just have a frank discussion about it - but I would come in prepared with research on what someone hired in to do the role you are filling would be paid. Unfortunately often the best way to get the raise you deserve is to come in with a competing offer from somewhere else and see if they can meet or beat it. Best of luck!
We just brought a new team member on through another contract house who does the same work as I do…asked someone that I know there what the pay range is for their title, and it is MUCH more than my rate. Also, a quick google search shows that I’m on target salary-wise for systems test engineer II, but $10-20k short for what I’m actually doing.
Are you eligible for union representation? I hate AFGE with the power of a thousand suns but this is exactly what they can help with.
If not go to your CPAC and work through them. What you want to do is request a desk audit.

WARNING 2: This could result in your organizational leadership being disciplined for fraud. Having someone work in a higher cost position in order to circumvent budget restrictions is not allowed. The basic defense is that the supervisor was stupid, not evil. Thats not something most people want to sign up for.

Update: since this very issue was brought up at an at-large meeting (new hires getting higher rates, and existing contractors not getting any kind of retention pay on top of only getting a1-2% increase this performance review cycle), I asked my manager if we can revisit my salary. I also found out that my contract house is paying new hires with my same title, same responsibilities about $5k more than I’m making.
Manager is contracted through the prime, but said that when the prime was directed to reevaluate compensation packages, partners and subs were instructed to do the same.
It almost sounds like he was unaware that this was even a thing 🤷🏻♀️
He did say that he is going to dig into it deeper and see what can be done, especially since my own contract house is hiring folks in with the same title for much, much more.
