I'm probably not the best one to give advice as I had to move to freelancing when I couldn't find work. If you are luckier than I am and you have a network, use it. Getting a direct referral is the best way to get a job right now.
The job search is ROUGH right now. I would suggest networking and gathering leads. Sometimes a referral can help you get your foot in the door.
Have you thought about pursuing feedback on your own? Like a career coach or job center or something? The lack of feedback can be really frustrating because it feels like you're doing the same thing over and over again and it's just not working. Consulting with an expert or an objective third party may be beneficial.
I agree on asking for feedback, but didn't be surprised if 1) they ignore your request, and 2) their feedback is just that they went with a candidate that followed more closely their needs or something generic like that. When I was just searching I asked a receuiter and I reached out to my college's alumnae career center to speak with a mentor to ask both for feedback. The frustrating part of that was that they both said my portfolio, resume, and cover letters looked great.
If you feel like you're stuck, reach out to recruiters directly and reach out to anyone in your network (a coworker or even former boss) just to take a look and give you feedback. Don't be surprised if the feedback is just to keep trying though.
