You could get it hi-rez scanned. Depending on your location there should be a few of those in the NYC area. Low fi: set up your phone on a tripod and snap a few picts - but remove from any glass framing.

Yes, you can definitely scan without PS. Regarding your worry about scanning losing quality: there are settings on most scanners to adjust the DPI, or dots per inch. This means that essentially it’s scanning your painting at an incredibly high resolution and taking in details even finer than the eye can catch in some cases. This creates a bigger file size, obviously, so just ~150dpi is fine for even high res digital screens. But if you’re planning on printing, try to scan it at the highest DPI/PPI available to you. Then any loss of quality in a reproduction is the fault of the printer, not the file. Even most standard scanners nowadays seem to be able to scan at 1000dpi. For reference, 72ppi is the standard image resolution for screens and 300dpi is standard for print
