Call the HR manager/director, tell them the situation, inform them that you will be calling the district attorney's office the day after tomorrow if you don't hear from them by today or in the morning. Employees have rights. Your pay belongs to you. If someone takes money that belongs to you, it is theft. My daughter worked briefly for a daycare center that never issued a paycheck. It was always, "I'll catch up next week. Things are really crazy right now," etc. The DA stepped in and my daughter was paid, the employer was fined, and was shut down soon after.

File a complaint with Virginia department of labor. Do you have some proof your employer had the correct address for you..that will be a thing. You can't hold their feet to the fire over a delay if you contributed. VA does suck on that it doesn't fine them for delaying your check. In Texas there are fines of not paid by a certain time. Had to file once here, was not paid for 2 months.
