Unfortunately, your best bet is going to be leaving. If you don't want to leave, at least test the market for your skills to see what kind of offers you can get elsewhere.

If you’ve lasted this long just continue to hold on until you make Principal or MD and jump to 300/400K. You’d have to recreate your entire network and direct hire SMs typically struggle.
The easiest way to successfully get a raise is present your market value in terms of someone other than you. Meaning, go interview at a few places and land a few offers which represent a true market value of your worth. Then present this back to Deloitte and ask them to upgrade your salary immediately. Be careful of them saying “stay with us and we’ll upgrade you in the next cycle”. I know a senior manager (similar to yourself in terms of loyalty) who fell for that and he never got the raise he was deserved. What was worse was that the other offers were off the table by that time.

You have to switch jobs. They aren’t going to get you up to where you should be.
You can make north of $240 as SM in San Jose or San Francisco. If you like D, then leave for the pay raise and be a rehire for more money. My old partner gave this advice. Said it’s easier for leadership to get money for talent during hire process than negotiating a 40% raise for promotion... Also probably worth getting an offer and talking it over with your trusted MD/Partner friends. Luckily the leadership I had was pretty honest when I said I didn’t want to leave but also could get such a big bump in doing so. Explained the most they could do, and said I could always be a rehire since we were parting on good terms, etc.

Get another offer and leverage that as a raise. Be prepared to take that offer though.
