Do recruiters or hiring managers care if you provide an "optional" cover letter? Do they even look at these?

I want to share my TCS interview experience. I got selected for one project TR, MR everything was over. The manager of the project confirmed me that I m selected and I will get offer letter soon. I was excited to join TCS due to job security,wlb, etc.
Later when I check with the HR they are saying we couldn't proceed as you are selected for some other project. I was shocked to hear this. But till now i m waiting for other project call 😂. I lost trust in TCS. They are wasting our time,efforts

Partner I met with was rushed from the start like he had already made up his mind. I have 6 and half YOE in front end development. (angular and hybrid applications). I joined my current organization ( product based) in Feb for 24LPA. The work here is too stressful and there is absolutely zero WLB. So I decided to start looking out again. However I am not getting good interview calls. Are most companies not hiring now ? Or could it because my CTC is too high ?

Please suggest any good sources to prepare for data engineer interviews in GCP, Python, SQL, Pyspark. I have worked only in a few tools in GCP and done basic coding in pyspark and above average in SQL, but need to be prepared to handle all questions to grab some offer. Feeling down. I've interviewed for probably 12 positions (mostly Senior Manager level), and always getting rejected. Is this normal?
