I think there is a way to to register that person as deceased in some national mailing system, but is there a better way to do this?

There’s so many things wrong with the system you envision that it’s hard to know where to start. First of all, it’d only work for the USPS itself unless private companies were allowed to access the system. So UPS, Amazon, florists, Instacart, DoorDash etc would be unable to deliver to you unless you used your actual physical address. So this system wouldn’t actually replace physical addresses, it’d just replace one use case for your physical address with a lookup value in a database. There’s all kinds of uses for your physical address that have nothing to do with mail, and none of those would be replaced by this system. If you give people directions to your house you’re not going to tell them A123. You’re going to use a street name and number. I could start in on all the security issues and implementation issues, but it doesn’t seem necessary.
So the only use case for this is to enable your US mail to follow you to your new address. But we already have a system where your mail comes to the most up to date mailing address even if you relocate: it’s called mail forwarding. Use that.
I don’t think OP was advocating for replacing physical addresses, just creating a primary key of sorts so that when one moves, there’s fewer touch-points to communicate that address change
