If a recruiter submits you for a specific role but you end up with another role through another channel at that firm, does the recruiter have claim to a % of pay?

PWC - 22L fixed

This is for a guidewire role.
Which is a better offer? What would be a good option for growth wrt role, salary etc.
Also, PWC claims to offer variable based on their fixed CTC based on the ratings.. is this true ? How much is the avg percentage given?

Thinking about going through the interview process at Accenture for a Consultant - Data Scientist. I have 9 yoe and I am currently a Senior Consultant Data Scientist at Deloitte making $113k. The Accenture recruiter said the most she could get for me, if all goes well is $145k and a Manager level is not on the table/no openings.
