Hey! Any Google folks know if it’s possible to negotiate fully remote if a contract role is hybrid? Personally, I don’t want to relocate and go to the office on a contract role given the current economy. Plus, I’m assuming contractors are the first to go in layoffs. I just think it’s a fair trade off if I’d be allowed to work fully remote. I’m also trying to have flexibility to manage my Airbnb business in a different country. Same time zone as the home office if I’d travel weeks at a time.

In some ways that might be better. But, it's not really how hard they negotiate, it's what they have to back up the negotiation. Some people have more experience or deeper skills. In some jobs, the skill level may not matter beyond mere competence. But in some positions how well you do the job can count for a lot. So there can be a lot of variation even if people hold the same job title.
I think that could be a lot better honestly. I hate the lack of transparency

Nope.
It will only lead to internal frustration, painful departures, and then inevitable pay rates out of bounds of the standardized process which will render said process useless. Also, standardizing pay runs the risk of people saying they will do the absolute minimum since their individual performance does not drive their compensation. Again…not optimal.
If people do not negotiate well, then they should partner with a career coach to build that skill.
