Netherlands maybe but not Germany, Austria. Switzerland probably yes. But you will struggle to progress without the language. It is all fine until you find a single client that does not want to do business in English and then you are shut out of all the important meetings.
You would definitely struggle without the language skills. I know some people who don’t speak great German but even they have enough to get by. As SM1 said, the Netherlands would be better (or somewhere like Denmark).
EY(-P) in Switzerland takes English only speakers.
I think PwC / S& Germany is switching the company language to English. Some clients do want German speakers but we have so much work with multinational companies I don’t think it’s a big deal.
Austria is full on German. I would imagine CH is more flexible

You could try to apply at Accenture in Germany. If you have a strong technological focus you might have good chances.
However, it will be probably difficult to find something suitable right now, because the are already having to many people on the bench. But you should try!
