Is public sector consulting big in Europe (compared to commercial)?

What do you see as most attractive exit ops in Europe? In the US, everything is about Tech/FAANG, but it seems way less attractive in Europe (less strategic roles, comp. seems much lower than in the US, very centralized around London/Dublin).
