As the other comments suggest, most of the decision is outside of your boss' control. If they're advicating for you, that's great and you need to let that part be.
However, there is something you can do to push the CCO and, in turn, finance to promote you. Find ways to be involved in projects outside of your day to day that have direct visibility to the CCO. Get on a new business pitch, do the internal work, etc. Then, do an amazing job. Nothing makes a person more of a fan than seeing it with their own eyes. Become undeniable.
If that doesn't work and you feel like you're not being recognized in a fair timeframe...go work somewhere else. You now see that you're not a priority to the company. There's no reason they should be one to you.
It's a very difficult market right now. Do whatever you need to do (that's ethical) in order to put yourself first. No one will be mad, sad, or upset.

Does it rest with the ECDs? I’ve tried to get people promoted and have often been held up by finance, the CCO and internal processes designed to slow down promotions and raises
Did they really push? Or just say it? It’s hard for a newly promoted cd to feel comfortable with that.
Also, your cd may like you but your ecd or cco may look at things from a broader group or departmental perspective. So they may need to see you have the skills that the next level is meant to. One thing you could do is look at that job description and find a way to demonstrate you have those skills. And that’s something you could discuss with your ecd- what they are or how to show them.
Sometimes the problem is having an open position to promote you INTO. Just because you’re ready to be promoted doesn’t mean the client is ready to pay more for you.
Understanding how our business works will go a long way to helping you understand how and when you can get promoted and even help you strategize to advance faster.

this right here. I have at least 2 employees who 10000% deserve a promotion but I have no role to promote them to. IE my scope doesn't cover someone more senior beyond what we have. This also works that way if you are in-house - especially if you have a smaller team. Finance/HR/Leadership doesn't just snap fingers and create a new role for a specific person unless there is a HUGE rationale for it - there has to be a business need and tons of justification to make it real. I wish that weren't true but it is.
The best way to get promoted at your level is look for Sr. AD position at another agency. You’ll get a bigger bump too. Sorry but that’s reality.
The reality is, unfortunately, that the best case for a promo is a competitive offer elsewhere. If they want to keep you, they might feel a little more urgent about finding a way.
That said, there is often lots of discussion at the higher levels around retention. It’s in a company’s interest to do everything they can to keep good people. It comes down to having the business need to promote someone. Which has nothing to do with you personally. Three things have to be true: the role is needed, there’s money to fund the role, and they have the person who’s ready to step into it. Most people tend to only think about the last part. Getting hyper focused on how you’re ready for next can lead to frustration. If you’re ambitious, don’t stay in a holding pattern waiting for the other two uncontrollable pieces to fall into place. It’s a tough market right now, and might take a while to find another option. Don’t blink and find yourself in the same position with the same frustration a year later… best of luck
