But don’t fall into the trap that you worked 4 hours and that’s all you charge (unless agreed to up front). You’re booked for 8 hrs a day, you charge 8 hrs a day. If you are sitting around for someone to review or waiting for materials, you charge.
Yup, but be sure to tell people when you are up and available. Don’t just keep quiet, remain idle, and bill.
Commute hours are not working hours, but you can write off the mileage.
And I’m not a tax expert, but I think it does depend on your particular agreement with the client. And none of my clients were very far away, so I wouldn’t charge them for the time, but if I was spending a significant portion of my day traveling to them I would probably work that into the rate one way or another

Probably not, unless you’re working during the commute.
Check with someone at the company to see how they want you to do it, but they probably want your hours to match whatever they’re billing the client. And they’ll likely have a scope for you to say within.
I heard you can’t count commuting hours unforch. But some companies just tell you to bill 40hr / week and they don’t parse it out. Or day rate/ weekly rate. So it’s just like - I’m working for you. And they don’t have to nickel and dime the hours.
Do they pay commute pay if necessary go to office?
