Your PM will tell you. Ask. And if he/she balks, it’s their job and account’s to figure it out.
Don’t let them tell or guilt you into waiting for free. If the agency didn’t scope the projects correctly, that’s on them. Not you.
If you’re booked, you bill

Yes. Ask your PM what code you should put your time to, and then double check that code with your resource manager. If the PM isn’t sure, ask your resource manager. If still no answers, use the same project code you’ve been using for your work.
