Don't worry about it brother that is how corporate works, they don't blocklist you they'll simply mark it as did not join and there are N number of other companies and mostly we work for max to max 10 organisations in our entire career,
So for now you have 2 offers from service based companies, now only target for product based.

My brother is working in Accenture and they are getting hikes every 1.5 years instead of every 1 year due to business slowdown. Not sure about Cognizant
If i join accenture and reject congnizant 1-2 days before... Will they blacklist me... Or they will hire me after 1-2 year.. same for if i join cognizent
Go to Cognizant. Both the companies will never pay you 100% of the variable pay. I hope you were selected for Associate Role and your variable pay is 45k. As variable pay is less, you will get more inhand salary and now Cognizant is performing good.
