Ok manager and hr are same?..i am from service background so don't have idea..that's y asking..
HR has 0 say in project allotment. Speak to your reporting manager for that. After a year in the team, you can apply to any other teams internally. There is a dedicated portal for that.
For general HR issues, there is a portal to file tickets.
All this should have been covered in the onboarding sessions after you joined.
