In my experience, they don’t even look at the applicants until the announcement closes. So decisions about who to interview are also made after that time. However, I have seen some positions on USA jobs where the application period is 6-12 months. In those cases maybe I imagine they might look at applicants on a rolling basis, but I’m honestly not sure.
Depends. A lot of agencies use ongoing postings because otherwise HR takes forever. In those cases they generally do interviews once they've gotten 10-50 packages
Yes. I had interviews with several agencies before job postings closed. In part because I think they were hiring a number of folks so kept the posting(s) up.
