Anything in a business can be changed by anyone who has the clout to get it.
I don't mean seniority, the janitor could come up with a change that saves millions. But, in general, the further you are from the roles/business level that currently dictates whatever norms you're referring to, the better standing you need to be in with management and peers.
A veteran shelf stocker should have more clout than a fresh grad shift manager for example. But a shelf stocker with three weeks on the job, doesn't get any say at all.

Talking about Christina Wodtke’s “norms” which is essentially establishing the equivalent of cultural norms but at a business and/or team level.
Don’t know who that person is but there are mounds of literature in psychology on norms, so she didn’t, like, coin this term. What are you actually asking about?
