Yeah, this one bugs me too. When it happens with government funding, I think I can guess what's going on. Usually the situation comes out of how the budget gets put together. There's a funding rate that's somewhat detached from reality — it offers a salary nobody would actually agree to work for. And you can't just revise that rate; you'd have to reform everything all the way up the chain.
So the institutions on the ground improvise however they can. Take a lab that's perfectly fine with two technicians, but has a permanently open vacancy for a third — even though they don't actually need a third person. Why not just close the vacancy? Because if they close it, the money allocated for that salary disappears from the budget. Right now that money gets split between the two existing technicians, bringing their pay in line with the real world. Stop topping them up, and they'll go look for work elsewhere. It's a common story with lower-level positions.
But why private companies do it — I have no idea.
No pun intended, and not to offend anyone, yes I see the pattern. Also, I see where they injected their resume over mine when I know clearly, I uploaded my resume which I believe is great. They were all using all these elaborate words that I felt were not necessary at all. Two jobs I applied for, I should have received an interview at least. The questions here are what are these emoloyers looking for? What part dies Indeed play here?
