In my professional opinion, rate negotiations and discussions should be done with a resource or operations manager to avoid situations like this. However, in the event that no such roles are available in the agency, it is not unusual that the hiring managers/supervisors handle these discussions directly. I would leave the potential partner off the thread and respond directly to your supervisor and PM (the pm needs this for their budget planning).
Respond by suggesting a phone call with HM to discuss. Don't do email for negotiating pay or negotiating anything. The psychology of email is not appropriate for this type of conversation this early in a relationship with those people.

Yep, i’d do that. It’s honestly even weird to me that you’re discussing that with the PM, and not just the hiring manager (since there is no HR rep.) I understand PM needs that info for budgeting, but that should be discussed internally between them, while you talk/negotiate with the HM. Anyways, i guess they might be wearing many hats being a small place.
