Sounds like she should look at straight up designer roles within ad agencies and design consultancies. Lots of roles out there
I'm not sure I totally follow. If she's been doing graphic design, what does wanting to go into advertising but not as an art director mean or look like? If she wants to get into branding (what does she mean by that exactly?), or UX, that's a totally different discipline, for example. If she likes designing then why not apply for designer positions? She won't get a ux job without experience, that's tough to break in
What about a Design Director role?
She wants to be in this industry but not as an Art Director. She likes designing things. She’s willing to start at a lower salary / position because of her experience. Any thoughts on good places to check out?

Op - you do know that a creative director exists outside of just advertising right. You don’t have to have been a cw or ad to be a CD. They have CDs for almost every department including design, ux, branding etc
Anyways... There are design jobs in this industry that are not necessarily “creative team” jobs. Jobs where you just design things whether they are ads or websites or presentations or content or infographics or whatever. Any ideas on good shops for that stuff? Good places to start?
Also, publishers and in-house, too. But yeah, if "she wants to be in this industry", I think "designer" titles are her best option with the experience you describe.
If you two can handle a little belt tightening, she could freelance at different agencies in design roles. That will give her a better idea of what she wants and what she’d be good at
