Yes, absolutely. I've worked with in-house UX designers, UX contractors, and creative agencies. And they all required some level of collaboration to get designs/wireframes/prototypes to their final stage. You may be met with varying levels of resistance, depending on the designer. But I would challenge them to provide the data that supports a feature or design they aren't willing to change. I would also have my own research, analysis and data to support a change if necessary.

I should add: as someone who spent 10 years in design, designers in product orgs often have a precarious sense of value: aware that products can ship without them, but also feeling that the intangibles they bring immeasurable benefit to the customer. So, feedback can be seen as a challenge / threat to their position and sense of value to some designers.
Rarely. Even the designers I know very well would not appreciate or improve with a blanket response like that. I usually tell them what resonates about the design they put forward, and ask them to rethink the rest. Luckily most of the designers I've worked with have been top notch, but like Ben says in a different comment, often have to fight or compromise to make any impact.
A good designer is worth their weight in gold and I always want to build them up and grow together.
I have had a designer present a very uninspiring design because she had never been supported by product. I asked her if that's the direction she would have taken it, or did she compromise based on her history getting things done? It was the latter and she went back to the drawing board with a vengeance. The resulting design had a big impact.
