I would not go with the keen one by default. I also wouldn't try to pressure the hesitant one. If it were me, I would talk to the hesitant one, try to understand their hesitation. If it boils down to insecurity you can coach through those concerns by sharing your confidence in their demonstrated abilities. If there are personal reasons (like different aspirations or stuff going on at home) it is a completely different conversation.
My vote would be go for the push on the hesitant one, since it sounds like you believe they are the better fit. Some people need to be given a little extra encouragement, you just have to know the boundary and don’t push too hard.
