They’re probably telling that to every one applying for a role in the build-out, which means competition again once the build is done. Think about if that’s worth it.

If it is a competitor and a build out role, I would clarify scope, budget authority and long term stability before moving forward. Build out sounds exciting, but it can also mean high pressure and unclear support. Get specifics in writing.
Like you say, it's a gamble, and it definitely holds some risk. Unless you have a solid reason to leave your current situation it may not be a great idea. It's possible the potential employers are dealing in good faith and things will work out well, but anything can happen.
Only you know your situation well enough to decide if that risk is worth it. For me, I would probably stay where I was because I am not a big risk-taker. But it might be too good of an opportunity for you to ultimately pass up.
