I cleared all my rounds for 2.2 level and shared all my documents on the link HR shared. It's been two weeks and the offer letter is not generated. The HR keeps telling me to wait until Friday and then postpones to next week. Can anyone help me understand this?

Scenario: US visa expired in 2021. Applied for a Canadian tourist visa to hopefully go for H-1B stamping in Canada once they open appointments.

One query, I have received an offer letter from Wipro (Career Group: C1) with package of 28 LPA, out of which INR 420000 is allocated as 'Variable Pay' which will be paid on quarterly basis'. In the HR discussion, we both agreed on 30L CTC (10% Variable) and 1L joining bonus. But later after 2-3 days when they need to release the offer, HR is saying they got the approval for 28L CTC(10% variable) and 2L joining bonus.

Should I take that offer and look for other options or straight forward reject the offer and then look for other options?

I recently joined Swiss Re at 30lpa, pretty good manager and work culture. Got a hike of 10% in 3 months without me asking for it. But got an offer from another company which I was interviewing for before joining here and they are offering a base of 45lpa. Now I am unsure how I convey this to my manager coz I want to stay here but at the same time I am salivating over this new offer and wish I get similar numbers here. Is it worth raising a discussion?
