No. You will interview for a certain level and the decision will be made on that level. Sometimes the decision will be made to down-level the offer if the scope, complexity, and impact are not bar raising for the level. This is common. Extremely rarely, an up-level decision will be made to offer the job at the next level above, but the circumstances that would lead to that are unusual. Once the decision is made, there’s no negotiating on that. Additionally, most levels are advertised at the highest level they’re approved for.
The best time to bring up level is when talking to the recruiter. If you’re not happy with the level of a position, find a different position with the right level and apply to that.
