Please tell me every employee gets a chance to travel or its only for particular role when it's mentioned in offer.

I got selected in Infosys and offer was about to get release today but at last minute suddenly today infy HR told I was interviewed 5 months 20 days before in infosys so they cannot proceed now as 6 months cool off period.
