I got a call from DXC for senior Java developer position in Bucharest (Romania). They have mentioned a pay scale of 17k to 18k RON per month after tax cutting

Almost every company will sponsor. That said, right now the market is very bad anticipating a recession. There is still hiring happening, but for those who already have an H1b approved or those who may already be in the US (e.g. students transitioning to the visa). H1b is a lottery process and happens once a year on a set schedule, so for an H1b your earliest opportunity to work in the US would be in October next year. You’ll have to file and then be selected in April/May/summer. For that to happen, you need to find a job/employer willing to file an H1b for you prior to April. You have barely 2-3 months for 2023 year. A referral would be the best bet. Keep on trying, if that’s your end goal.

Why not to get a Canadian citizenship and then plan to move to US on TN visa which is much easier than getting a fresh H1B?
That is a 3/4 year process for me. While that’s the plan otherwise, I feel i am at a stage in my life now when I can move places vs maybe 3/4 years down the line
As D1 mentioned, get your Canadian passport before thinking of moving here. H1 is purely lottery and chances are 1 in 4, finding an employer is the first of many hurdles.
I don't think you are going to have much luck. As someone else suggested, once you get Canadian citizenship you will have much better odds so put in the time.
