Approach them again if you want the position. The reposting can be driven by many reasons of revoking hiring freeze, a candidate fell out, a certain numbers of posting target, or a simply a mistake of their ends. Regardless, you have a right to believe what’s the most reasonable reason for the repost since it’s there. I’d email ( to your recruiter in HR who has an established contact with you), and saying’ As I loved the company and the position very much, I have been following a future opportunity from your job site regularly and found it again. Does it mean a circumstance has changed? Could you advise me whether I could reapply for etc..?’ There is no harm, nothing to lose. It’s absolutely ok to want a job. I had a similar case for a company when a similar position was opened and they got back to me at least, though I didn’t pursue further.

Of course, it won't hurt anything at all to ask! I would recommend reaching out to your contact at the company & let them know you noticed the position was open again. Just ask what steps they recommend you take to reapply & confirm that the hiring freeze has been lifted. It never hurts to ask, especially if you're still interested!

Yes, absolutely. They don't keep tabs on individual candidates so you'll have to go to them to express your interest again.
How long ago did you interview? If it was relatively recently, I probably wouldn't bother reaching out. If it's been awhile, then I might ping the recruiter (or whoever you interviewed with) to let them know you saw the posting and are still interested.
