I think it really depends on the city and the job. It would probably need to be at least 30% more than what I'm currently making and a city that I actually want to move to. I like where I'm at but I'm willing to move for the right opportunity.

I feel the same. For me it would need to be a meaningful jump, probably 25–30% at least, and a city I can actually see myself building a life in. Money alone rarely compensates for a move you resent.
Entirely dependent on the cost of living in the city. I would be open to taking a step back in pay if everything cost significantly less. You could actually end up better off.

That is a really grounded take. I have seen people earn more on paper but feel poorer because costs exploded. I would seriously consider a lateral or even slightly lower salary if quality of life genuinely improved.
